The e-Blokade (e-Blockade) service enables simple and efficient review of information from the Inquest Register of Payment Bases Order to the distrainee and distraining officer (or their proxy).
The service provides information on payment orders which are formally correct and which are being executed.
Depending on whether the business entity is the distrainee or the distraining officer, the service provides access to the following:
- Inquest Register of Outstanding Payment Orders
- Specification of executing a payment order
- Information on the payment bases order in the Inquest Register, and on the amount of outstanding debts entered before the respective payment order
- Scanned images of payment orders from the Inquest Register of Payment Bases Order.

Users of the service may be business entities with the right to information from the Inquest Register of Payment Bases Order, as prescribed under Article 16 of the Regulations on the Method and Procedure of Distraint against Cash Assets pursuant to the Act on Distraint against Cash Assets. The right to review information or a payment order lies exclusively with the business entity to whom this information, or the payment order, refer and to their respective proxy. The business entity, who is either the distrainee or the distraining officer, may grant power of attorney to another business entity to review information on their behalf. The power of attorney must be signed by the legal representative of the business entity of the authoriser (distrainee or distraining officer) and it must be certified by a notary public. A copy of an identification document of the legal representative of the business entity of the authoriser must be attached with the power of attorney.
Exceptionally, if the authorised person proxy is the same person as the person authorised to represent the authoriser, then the power of attorney does not need to be certified by a notary public, but an excerpt from the register of the business entity on whose behalf the review is being requested must be attached.

Prices
The monthly fee for the use of the service is calculated and charged by the Bank in accordance with the Decision on Fees for Bank Services.
Other fees are calculated and charged by FINA by invoicing the user in accordance with FINA's tariffs, which are available on FINA's website or in the nearest FINA branch.
